Joseph E. Baumgartner, III P.E., TBE, CxA - President
He is a graduate of the Johns Hopkins University with a Bachelor of Science Degree in Mechanical Engineering. He is a Registered Professional Engineer in the State of Maryland #11644, a certified Test and Balance Engineer #90-07-21, and a certified Commissioning Agent # 902-013.
From 1972 until 1981, he was employed by Weisman, Inc. There he became a partner and was made Vice President of Operations. In 1981 he left and formed Baltimore Air Balance Company. As 50% owner, he oversaw the operation of the Baltimore Office of BABCO which primarily served the Baltimore area and North, Western Maryland, the Eastern Shore, Delaware, West Virginia and Pennsylvania. Baltimore Air Balance Company's two offices separated on December 31, 2002. The Baltimore Office has become Baumgartner, Inc.
He has conducted technical seminars for the Baltimore and Washington Chapters of RSES, for engineering offices in Baltimore, and for ASHRAE chapters.
He is Past President of the Associated Air Balance Council and chairman of the Review Committee for the TAB JOURNAL. He coauthored the AABC Commissioning Guideline and is a past director of ACG (AABC Commissioning Group). He is a member of ASHRAE, TAU BETA PI, NSPE and the U.S. Green Building Council.
David S. Naff - Vice President
He is a graduate of Perry Hall High School with continuing education at Dundalk and Essex Community College. He was the initial employee at Baltimore Air Balance Company and has accumulated 31 years experience in the field of testing and balancing. He is certified as a Test and Balance Engineer by the Associated Air Balance Council, TBE # 07-07-47. He is a member of ASHRAE.
